Boost pressure and blow off are predicated on air backing up inside the intake manifold. In nuetral there is not enough resistance against airflow going through the engine to cause this back-up or for boost to register inside the intake manifold. In essence, air flowing into the intake manifold, is also flowing out way to easily. Causing the pressure sensor to see no pressure. You need this back-up or log-jam so to speak to get a blow off sound. So in neutral it's essentialy difficult. A crummy example would be blowing up a balloon. Pressure build because air cant get out as fast as its going in. So pressure registers. But if there were a hole in the other side as big as the one your blowing into, no pressure would ever register. Is air flowing? Hell yeah ! It's flying through there. But no pressure will ever register inside the ballooon. Boost pressure readings on the guage are not neccessarily indicative of air flow. Air flow is what makes power. Not boost pressure "IN ITSELF". When in neutral and reving the engine, if there was a way to temporarily impede the air flow on the "out" side of the intake manifold by the ports, then you would see the boost needle fly over and register.
And there is no electronic device controlling or preventing the turbo from spinning. Sorry for the long letter

delete your solenoids and try again. i can get mine to go off with minimal boost in neutral

If you frequent the track allot and use "SLICKS" then yeah! Go ahead and install it. Building 5 psi at a standstill is only gonna make your car slower if your on street tires. You'll just spin your tires more and have to modulate the clutch even more now for more clutch slippage to compensate and to reduce tire spin and in the end you'll most certainly have a slower 1/4 mile time and a short lived clutch. As I said above, if your tracking it with "SLICKS" then disregard everything I just said.

Yes the blow off plates will vent in neutral, most quality aftermarket BOV will not vent in neutral if you have them set up with the proper spring tension.

You can make any BOV vent in neutral if you try hard enough, bounce the car off the revlimiter a few times and trust me, you will build enough boost to get the BOV to vent, even an aftermarket valve.

I don't recommend this, but if you cannot hear the valve under normal drive conditions and in boost, then we have a problem.
